NOTICE OF VACANCY FOR
THE POSITION OF MONITORING AND EVLUATION OFFICER
OF THE NATIONAL TRAINING AGENCY
1. BACKGROUND
The Government of Grenada (“GOG”) has secured a loan from the World Bank towards the cost of financing the Grenada Skills for Inclusive Growth Project (“the Project”). This project will be funded through a Credit Agreement with the World Bank (the Bank). The project’s main objective is to increase the employability of youth through public/private sector partnerships for technical and life skills training that is demand driven. PROJECT COMPONENTS
The project has three components:
(1) Skills Training for Unemployed Youth
(2) Establishing the Standards Framework and
(3) Project Management and Institutional Strengthening.
Component 1 seeks to provide training for unemployed youth in Hospitality, Marina, Construction and Agriculture sectors, through the establishment of a training scheme. The project will commence with training for the Hospitality sector in year one and will be expanded to other sectors in years two and three, based on demand in the respective sectors.
Component 2 will address the acquisition and introduction of occupational standards, their vetting by local industries, and the establishment of quality assurance processes. This framework will not only serve the training financed by the project’s first component, but it will also serve the wider national training system including TVET at the secondary school level.
Component 3 will provide, among other things, technical assistance to strengthen the capacity of the Grenada Council for technical and Vocational Education and Training (GCTVET), the National training Agency (NTA) and the project Coordination Unit (PCU) to effectively carry out their functions. Specific attention will be given to the GCTVET and NTA to ensure that it is possesses the requisite technical and managerial capacity.
The NTA now seeks to recruit a candidate for the position of Monitoring and Evaluation Officer.
JOB OBJECTIVE
Reporting to the Chief Executive Officer, the Monitoring and Evaluation Officer will be responsible for exercising direct oversight of the M&E component of the Project, as detailed in the Operations Manual and the report from the M&E Design Consultancy.
KEY FUNCTIONS AND DUTIES
- Liaise with the M&E Design Consultant and M&E Development Firm in the development of the M&E framework and System ensuring products fit Grenada's needs.
- Strengthen inter-agency and OECS-wide coordination efforts by sharing and consolidating data and making decisions on cross-cutting program areas
- Contribute to the assessment of data collection (oversee process)
- Train NTA and Project staff in the correct and consistent use of forms and data collection instruments.
- Coordinate all data collection activities.
- Conduct analysis of data as required enabling management of the project based on results, and compiling lessons learnt.
- Organize the collection of feedback from stakeholders on the Program and report findings to the NTA and the Project Manager.
- Identify new M&E needs as they come up and update / adjust the overall framework for project M&E in collaboration with other staff at the NTA.
Minimum Qualifications:
A Bachelor’s degree in Information Technology or a related field and at least 4 years of experience using Management Information Systems or related activities.
Applicants without a bachelor's degree who are holders of certification in Microsoft Software Development Training on the NET platform and strong Enterprise Database Management skills will be considered. Familiarity with Microsoft Business Intelligence Services (Reporting Services) and experience working with Educational Statistics Package and Project Indicators will be assets.
Special Conditions Associated with the Job:
Frequently required to travel island wide. Able to support end users that may not be familiar with online applications and web based systems.
